The Ministry of Development of North Eastern Region (MDoNER) has approved 90 projects under the North East Special Infrastructure Development Scheme (NESIDS) at a total cost of ₹3,417.68 crore over the past three financial years (2021-22 to 2023-24) and the current financial year (2024-25). Details of these projects, categorized by state and scheme, are provided in Annexure-I.
The implementation of NESIDS projects is carried out by the State Governments in the North Eastern Region (NER), who are primarily responsible for monitoring their progress. Additionally, MDoNER actively oversees the projects at multiple levels to ensure their timely completion.
Regular inspections of selected projects are conducted by officials from MDoNER and the North Eastern Council (NEC). Field Technical Support Units (FTSUs) established in all eight North Eastern states facilitate ongoing interactions with project implementing agencies, maintain updated project data on the Gati Shakti Portal, and conduct site inspections for active projects.
To enhance monitoring of ongoing projects under NESIDS and other schemes, MDoNER issued a Standard Operating Procedure (SOP) in February 2024 for engaging Project Quality Monitors (PQMs) and Third Party Technical Inspection (TPTI) units. Projects with budgets up to ₹20 crore are inspected by PQMs, while larger infrastructure projects exceeding ₹20 crore are monitored by TPTI agencies, which include empaneled government engineering colleges in the NER.
The NESIDS scheme comprises two components: NESIDS (Roads) and NESIDS Other Than Roads Infrastructure (OTRI). NESIDS (Roads) supports projects that create physical assets such as roads, bridges, and related infrastructure. NESIDS (OTRI) focuses on developing infrastructure in areas like healthcare, education, water supply, waste management, industrial growth, civil aviation, sports, telecommunications, and more, for projects ranging from ₹5 crore to ₹50 crore.
All North Eastern states are eligible to receive project approvals under NESIDS, based on their respective normative allocations.

designs for heavy defence utility vehicles, missile systems, metro and rail components, mining equipment, and modernization of defence systems. With a vision to expand its expertise into the marine sector, BEML aims to leverage this partnership with MDL to develop cutting-edge solutions for futuristic marine applications.
This collaboration emphasizes BEML’s commitment to strengthening its research capabilities and driving innovation in the defence and maritime domain. By combining its proven engineering expertise with MDL’s deep knowledge of shipbuilding, the partnership seeks to capitalize on emerging opportunities in the marine sector and contribute to India’s vision of “Aatmanirbhar Bharat” and technological self-reliance in critical defence technologies.

The Jammu and Kashmir Government has issued a directive instructing officials to refrain from sharing “top secret” and “secret” information over the internet. Additionally, smartphones are to be kept outside meeting rooms during discussions involving classified matters.
The State government has issued a circular addressing the increasing use of third-party platforms like WhatsApp, Gmail, and similar tools for transmitting sensitive, secret, and confidential information by officials. Highlighting the risks associated with this practice, the circular warns that such platforms are not equipped to meet the stringent security standards required for handling classified data, leaving information vulnerable to unauthorized access, data breaches, and leaks.
To safeguard information integrity, the government has outlined specific protocols for sharing sensitive data. It categorically prohibits the sharing of “Top Secret” and “Secret” documents over the internet. For “Confidential” and “Restricted” information, transmission is permitted only through networks with commercial AES 256-bit encryption.
The use of official communication channels such as government email (NIC email) and secure messaging platforms like CDAC’s Samvad or NIC’s Sandesh is strongly recommended for managing “Confidential” and “Restricted” data. Additionally, the circular emphasizes the need for departments to implement robust firewalls and maintain a white-list of IP addresses, particularly for operations conducted via the e-Office platform.
