Indian Bureaucracy, Gandhinagar, June 17, 2025| The Gujarat government has reassigned duties across departments and transferred thirteen (13) senior IAS officers. This high-level overhaul touches some of the state’s most crucial sectors—Urban Development, Tribal Welfare, Youth Affairs, Finance, Ports and Transport, Rural Development, and more—affecting officers at senior ranks such as Principal Secretary, Secretary, Collector, and District Development Officer have been reassigned or given additional responsibilities.

The changes span across districts like Rajkot, Jamnagar, Panchmahals-Godhra, Narmada-Rajpipla, Dangs-Ahwa, and Junagadh. Among the headline shifts, Ashwani Kumar IAS takes charge as Principal Secretary, Sports, Youth & Cultural Activities, while M Thennarasan IAS returns to head the Urban Development & Urban Housing Department. Meanwhile, Milind Shivaram Torawane IAS will now lead the Panchayats and Rural Development Department, overseeing grassroots development in Gujarat.

List of the officers with their present and new postings is as below.

Shri Ashwani Kumar IAS (Gujarat 1997), presently Principal Secretary, Urban Development & Urban Housing Department, Gujarat, is transferred and appointed as Principal Secretary – Sports, Youth & Cultural Activities Department, with additional charge of Principal Secretary – Legislative & Parliamentary Affairs Department, Gujarat, relieving Shri M Thennarasan IAS of Sports, Youth & Cultural Activities Department.
  2. Shri Ramesh Chand Meena IAS (Gujarat 1997), presently Principal Secretary, Food, Civil Supplies & Consumer Affairs Department, Gujarat, is given additional charge of Principal Secretary – Ports and Transport Department, Gujarat, relieving Ashwani Kumar IAS of the charge.

  6. Shri Jenu Devan IAS (Gujarat 2006), presently Superintendent, Stamps, and, Inspector General –  Registration, Gandhinagar, is given additional charge of Managing Director – Madhya Gujarat Vij Company Ltd., Vadodara, relieving Shri Tejas Dilipbhai Parmar IAS.
  7. Shri Prabhav Joshi IAS (Gujarat 2014), presently Collector, Rajkot, is transferred and appointed as Managing Director – Tourism Corporation of Gujarat Ltd., Gandhinagar, relieving Smt Saidingpuii Chhakchhuak IAS.
  8. Shri Tejas Dilipbhai Parmar IAS (Gujarat 2016), presently Managing Director – Madhya Gujarat Vij Company Ltd., Vadodara, is transferred and appointed as Municipal Commissioner – Municipal Corporation, Junagadh, relieving Dr Om Prakash IAS.

  12. Shri Ankit Pannu IAS (Gujarat 2018), presently District Development Officer, Narmada-Rajpipla, is transferred and appointed as District Development Officer – Jamnagar, relieving Shri Vikalp Bhardwaj IAS.

A seminar on SEBI Compliance was jointly organized by the Standing Conference of Public Enterprises (SCOPE) and the Institute of Chartered Accountants of India (ICAI) at the SCOPE Complex, New Delhi. The event was inaugurated by Shri Atul Sobti, Director General, SCOPE, along with CA Anuj Goyal, Central Council Member, ICAI. The seminar witnessed enthusiastic participation from over 60 delegates representing 30 Public Sector Enterprises (PSEs).

The primary focus of the seminar was to provide a comprehensive understanding of SEBI’s Listing Obligations and Disclosure Requirements (LODR), particularly the recent amendments introduced under LODR 2.0. The session was enriched by insights from domain experts and industry leaders who elaborated on the regulatory changes, their practical implications, and how organizations can align them with their corporate governance strategies and disclosure practices.

Participants were guided through critical aspects of compliance that affect the operational and strategic decision-making frameworks within listed PSEs. The discussions highlighted the importance of accurate and timely disclosures, corporate transparency, and the evolving expectations from regulatory bodies.

This initiative reflects the ongoing collaboration between SCOPE and ICAI to enhance the financial and regulatory capabilities of public enterprises. It also underlines their shared commitment to fostering best practices in governance and sustainability. By addressing emerging regulatory frameworks, the seminar aimed to prepare PSEs for improved compliance, greater accountability, and long-term resilience in a dynamic corporate environment.

Overall, the seminar served as a valuable knowledge-sharing platform, reinforcing the importance of proactive compliance and strategic financial management in the public sector.

Major IAS Reshuffle | 23 Officers Transferred in Delhi | AGMUT Cadre Update

In a significant bureaucratic reshuffle, the Delhi Government has issued transfer and posting orders for 23 IAS officers belonging to the AGMUT Cadre, affecting key administrative and policy departments in the National Capital Territory. The changes reflect a strategic reallocation of leadership across major government portfolios.

Ms. Dilraj Kaur (AGMUT 2000), who recently joined GNCTD and was awaiting posting, has been appointed as Principal Secretary (GAD) with additional charges of Principal Secretary (Social Welfare) and Principal Secretary (SC/ST/OBC Welfare). Ms. Nandini Paliwal (AGMUT 2003) has been transferred from her current role as Secretary (Higher Education & TTE) and MD (DCHFC) to become the Commissioner (Trade & Taxes).

Shri Neeraj Semwal (AGMUT 2003) will continue as Secretary (Revenue)-cum-Divisional Commissioner, now also holding additional charge as Secretary (Land & Building). Shri Pandurang K Pole (AGMUT 2004) has been posted as Secretary (Higher Education & TTE). Ms. Niharika Rai (AGMUT 2005), currently serving as Secretary-cum-Commissioner (Transport) and MD/CEO of DTTDC, has been entrusted with the additional responsibility of Chairman, DTC.

Ms. Rashmi Singh (AGMUT 2007), recently joined GNCTD and awaiting posting, has been appointed as Secretary (WCD), and will also serve as Chairperson, DCW and Secretary (A&CL). Shri Krishan Kumar (AGMUT 2010), earlier Special Secretary (PWD), has been posted as CEO (Disaster Management), Revenue Department. Shri Ravi Dhawan (AGMUT 2011) is now Member (Admn.), DJB, relinquishing his earlier charge of Special Secretary (Power).

Shri Sanjeev Kumar Mittal (AGMUT 2011), Deputy Commissioner (HQ), Revenue Department, has been assigned additional duties as Director (Agricultural Marketing). Shri B. S. Jaglan (AGMUT 2011) has moved to Member (Finance), DJB from his earlier roles at DSIIDC and Industries. Shri Prince Dhawan (AGMUT 2012) has been posted as MD (DTC) with an additional role as Special Commissioner (Transport).

Shri Krishna Kumar Singh (AGMUT 2012) has been appointed Registrar of Cooperative Societies and given additional charge as MD (DCHFC). Ms. Tapasya Raghav (AGMUT 2013) will continue as Special Secretary (H&FW) and Project Director (CATS). Shri Eda Raja Babu (AGMUT 2014), recently inducted into IAS, has been posted as Additional CEO (DJB).

Shri Ravi Dadhich (AGMUT 2014) is now Special Secretary (Power) with additional roles as MD (IPGCL) and MD (PPCL). Ms. Soumya Saurabh (AGMUT 2014) has been posted as Deputy Commissioner (North-West), Revenue Department. Ms. Ankita Anand (AGMUT 2015) moves to Special Secretary (WCD) from her previous role as DC (North-West).

Shri Mekala Chaitanya Prasad (AGMUT 2015) becomes Deputy Commissioner (South-West), switching from DC (South). Dr. Anil Agarwal (AGMUT 2015) will now serve as Principal Director (Forensic Laboratory). Shri Talo Potom (AGMUT 2016) has been posted as Special Secretary (PWD).

Shri Shashwat Saurabh (AGMUT 2016) has been posted to Municipal Corporation of Delhi (MCD). Shri Vivek Kumar Tripathi (AGMUT 2018), recently inducted into IAS, has been appointed Special Secretary (AR). Finally, Shri Lakshay Singhal (AGMUT 2019) has been posted as Deputy Commissioner (South), moving from his previous post as DC (South-West).
