Shri Sanjeev Kumar Singla IFS (1997) presently Ambassador of India to France, has been concurrently accredited as the next Ambassador of India to the Principality of Monaco, with residence in Paris.

Shri Sanjeev Kumar Singla, a 1997-batch officer of the Indian Foreign Service (IFS), has been concurrently accredited as the next Ambassador of India to the Principality of Monaco, while continuing to serve as the Ambassador of India to France. He will be based in Paris for both assignments.

Prior to his current posting in France, Shri Singla served as the Ambassador of India to Israel, where he took charge in October 2019. His tenure in Israel coincided with a particularly sensitive period in West Asia, marked by the Israel-Palestine crisis and heightened regional tensions. As he now transitions to his new diplomatic responsibilities in France and Monaco, he brings with him deep experience in handling complex international matters.

Shri Singla played a significant role in strengthening India-Israel relations during his term. He engaged actively with the Indian diaspora in Israel, which includes around 18,000 professionals and students, as well as approximately 85,000 Jews of Indian origin. His extensive engagement with Israeli affairs over multiple postings has earned him the recognition of being an “expert on Israel,” a title echoed in several media reports.

In his capacity as Ambassador, he navigated sensitive geopolitical developments, including the Israel-Palestine conflict, with caution and diplomatic balance. His efforts ensured that India’s relations with Israel and the broader West Asian region remained steady and constructive even amid challenging circumstances.

Earlier in his career, Shri Singla served as Private Secretary to Prime Minister Shri Narendra Modi from 2014 to 2019. During this time, he was closely involved in foreign policy formulation and high-level strategic decision-making. His contributions in the Prime Minister’s Office were instrumental in shaping India’s diplomatic approach to West Asia and enhancing bilateral engagements with key nations.

Shri Singla also brings a wide range of global experience, having served in Indian Missions in Paris, Dhaka, and Geneva. His prior posting in Paris has equipped him with a sound understanding of the French political and cultural environment. In addition, he has held important assignments at the Ministry of External Affairs, including roles on the US desk and as Director in the office of the Foreign Secretary.

With his deep expertise in international relations, proven leadership in handling sensitive diplomatic matters, and a rich background in foreign service, Shri Sanjeev Kumar Singla’s concurrent accreditation to Monaco reflects the Government of India’s confidence in his capabilities and commitment to strengthening bilateral ties with both France and Monaco.

In a second major recognition, BEML was awarded the Gold Award for Operational Excellence for its successful development of the BRS21 Electric Rope Shovel, India’s first fully indigenized all-electric rope shovel. This mining equipment represents a new benchmark in sustainable heavy machinery and energy-efficient excavation technology.

The BRS21 is engineered to deliver high performance in large-scale mining operations while reducing environmental impact. With improved energy efficiency, lower carbon emissions, and reduced operating costs, this innovation exemplifies BEML’s commitment to sustainable development and indigenous technological advancement under the Make in India initiative.

The awards were received by Shri Jitendra Kumar, General Manager & Head – International Business Division, on behalf of the Chairman and Managing Director of BEML, during the prestigious award ceremony held in New Delhi.

What is Modified Flexible Complementing Scheme (MFCS) ? The Department of Personnel & Training (DoPT) has issued a revised Flexible Complementing Scheme (FCS) for Scientists, following recommendations of the 6th Central Pay Commission and further deliberations with stakeholder Ministries/Departments.

🔬 Background:
The original FCS, which allowed in-situ promotions for scientists based on merit and performance, was modified under O.M. No. AB14017/37/2008-Estt(RR) dated 10.09.2010. Ministry of Electronics & IT (MeitY) also had a separate personnel policy for Group-A S&T officers (O.M. dated 19.09.2016).

❌ These guidelines are not applicable to DRDO, DAE, and ISRO, where a separate Merit-Based Promotion Scheme is followed.


📌 Key Highlights of the Revised FCS:

Effective Date: 1st July 2024

Why the Change?
Multiple Ministries/Departments requested an update in educational qualifications to better align with evolving S&T roles. The revised scheme reflects these enhancements.

Inter-Ministerial Committee Setup:
To streamline future interpretations and inclusion of new disciplines, a high-level committee will be constituted with:

  • Secretary, DoPT (Chair)
  • Secretary, DST (Member)
  • Secretary of the concerned Ministry/Department (Co-opted Member)

Recruitment Rules to be Amended:
All Scientific Ministries/Departments (including MeitY) must revise their RRs to align with the Revised FCS.

Adoption by Autonomous Bodies:
Respective Ministries must also forward the revised FCS to autonomous organizations under their purview for placing it before their Governing Bodies for formal adoption.

🔗 The revised FCS aims to ensure consistency, transparency, and adaptability in career progression for scientists, enabling better alignment with the dynamic landscape of science and technology.

REC Limited Honoured with Rajbhasha Deepti Shield Award for Excellence in Official Language Implementation

REC Limited, a Maharatna Central Public Sector Undertaking (CPSU) and one of India’s premier Non-Banking Financial Companies (NBFCs), has been conferred the prestigious Rajbhasha Deepti Shield Award for the year 2023-24. The recognition comes for REC’s outstanding efforts in promoting and implementing the Official Language (Hindi) across its operations, as well as in offices and undertakings under the Ministry of Power.

The award was presented during the meeting of the Hindi Advisory Committee of the Ministry of Power, Government of India, held today in New Delhi. Shri Jitendra Srivastava, Chairman and Managing Director of REC, along with Shri R. P. Vaishnaw, Executive Director (Official Language), received the honour from the Hon’ble Union Minister for Power and Housing & Urban Affairs, Shri Manohar Lal.

The award acknowledges REC’s commitment to strengthening the use of Hindi in official work and ensuring effective implementation of the Government of India’s Official Language Policy. This recognition also underlines REC’s consistent efforts to create awareness and encourage wider usage of Hindi among its employees through various programs, publications, and initiatives during the year.

The event was graced by the presence of several key dignitaries, including the Hon’ble Minister of State for Power, Shri Shripad Yesso Naik, and the Secretary of the Ministry of Power, Shri Pankaj Agarwal. Also present were the heads and representatives of various offices and undertakings under the Ministry of Power, members of the Hindi Advisory Committee, and other senior officials.

A significant highlight of the event was the release of REC’s Hindi magazine ‘Urjaayan’ by the Hon’ble Minister. The publication showcases REC’s efforts in promoting the Hindi language and highlights achievements and developments in the power sector.

This recognition reaffirms REC’s leadership not only in the field of power financing but also in upholding and promoting the national language across institutional frameworks. The award serves as an inspiration for other PSUs to continue fostering the use of Hindi in official communication, thereby strengthening national linguistic unity.
