New Delhi: In a move to strengthen governance in Union Territories, the President of India has approved the promotion of twenty-three (23) select State Civil Service (SCS) officers to the Indian Administrative Service (IAS). These appointments, under AGMUT cadre vacancies for 2021–2024, aim to harness experienced local talent for broader administrative roles. The new IAS officers will serve a probation period before permanent placement. Their elevation is expected to bring ground-level insight and boost development efforts across the strategically important AGMUT region.

Indian Bureaucracy, Srinagar, April 8, 2025 | The J&K administration has issued a revised transfer order, retaining four JKAS officers previously slated for Ladakh in their current roles in J&K, while assigning others to new responsibilities in the Union Territory of Ladakh. The move, outlined in Government Order No. 452-JK(GAD) of 2025, signals a potential recalibration of administrative focus in the region.
Four JKAS officers who were previously slated for deputation to Ladakh will now remain in J&K, according to the amended order. These individuals, including Shri Rakesh Dubey, who oversees cooperatives’ banking and finance, and Shri Abdul Qyume, a Deputy Secretary in Housing and Urban Development, will continue their work in the Union Territory.
Meanwhile, four other JKAS officers are set to embark on new assignments in Ladakh, for a two-year deputation. This cohort includes Shri Shafiq Ahmad, who has been working on wage employment in Poonch, and Shri Jahangeer Akhone, a Tehsildar from Khansahib, as the the newly formed Union Territory is looking to strengthening its administrative capacity.
Officers deputed to Ladakh will retain J&K seniority and promotion prospects, and are eligible for Ladakh incentives. Relieved of J&K duties with immediate effect, they will report to Ladakh’s GAD. Given their recent formation as Union Territories, the evolving administrative landscape naturally necessitates strategic talent deployment and adjustments, as seen in this reshuffle between J&K and Ladakh. Shri Ravi Shanker Shukla is a distinguished officer of the Indian Ordnance Factory Service known for his administrative acumen and steadfast commitment to public service. During his tenure as Director in the Ministry of Textiles, he played a pivotal role in streamlining administrative operations, including Establishment, General Administration, and Cash Management.
Joining the Ministry as Deputy Secretary in 2020, Mr. Shukla quickly gained recognition for his clear-headed approach and meticulous execution of responsibilities.
