Bihar Reshuffle: 23 IAS Transferred, Mayank Warwade appointed Secretary Rural Works

Indian Bureaucracy, Patna, May 31, 2025 | The Bihar government today executed administrative reshuffle, transferring 23 IAS officers, predominantly Commissioners and Collector & DMs. Several appointments elevated Special Secretary posts to Secretary-level, while new Managing Directors were assigned to crucial infrastructure entities in Power, Health, and Education. Notably, the CEO-cum-Municipal Commissioner role for Patna Municipal Corporation has been upgraded to Secretary rank. Detailed list of officers with their present and new postings is listed below.

1. Shri Mayank Warwade IAS (Bihar 2001), presently Commissioner, Patna Division, Patna, is transferred and appointed as State Project Director – Bihar Education Project Council, Patna, Bihar.
2. Shri Saravanan M IAS (Bihar 2002), presently Commissioner, Tirhut Division, Muzaffarpur, is transferred and appointed as Secretary – Rural Works Department, Patna, Bihar.
3. Shri Manish Kumar IAS (Bihar 2005), presently Commissioner, Darbhanga Division, Darbhanga, is transferred and appointed as Secretary – Animal and Fish Resources Department, Patna, Bihar.
4. Shri Gopal Meena IAS (Bihar 2007), presently Commissioner, Saran Division, Chhapara, is transferred and appointed as Secretary – Revenue and Land Reforms Department, Patna, Bihar.
5. Shri Dinesh Kumar IAS (Bihar 2007), Commissioner, Bhagalpur Division, Bhagalpur, with additional charge of Commissioner, Munger Division, is transferred and appointed as Secretary – Education Department, Patna, Bihar.
6. Shri Kanwal Tanuj IAS (Bihar 2010), presently Special Secretary, Environment, Forest and Climate Change Department, Bihar, is transferred and appointed as Secretary – Minor Water Resources Department, Patna, Bihar.
7. Smt Rachana Patil IAS (Bihar 2010), Special Secretary, General Administration Department, Bihar, with additional charge of Director, Museum, Art Culture, Sports and Youth Affairs Department, and, Additional Director General, BIPARD, the post of Special Secretary is upgraded and declared equivalent to the cadre post of Secretary to Govt of Bihar in the administrative grade of IAS.
8. Shri Animesh Kumar Parashar IAS (Bihar 2010), presently Chief Executive Officer-cum-Municipal Commissioner, Patna Municipal Corporation, Patna, with additional charge of  Special Secretary, Urban Development and Housing Department, and, Director, Bihar Urban Infrastructure Development Corporation Limited (BUIDCO), the post of CEO-cum-Municipal Commissioner is upgraded and declared equivalent to the cadre post of Secretary to Govt of Bihar in the administrative grade of IAS.
9. Shri Dinesh Kumar Rai IAS (Bihar 2010), presently Collector & DM, West Champaran, Bettiah, is transferred and appointed as Secretary – Revenue and Land Reforms Department, Bihar.
10. Shri Md Nayyer Iqubal IAS (Bihar 2010), presently Special Secretary, Food and Consumer Protection Department, Bihar, the post is upgraded and declared equivalent to the cadre post of Secretary to Govt of Bihar in the administrative grade of IAS.
11. Shri Minendra Kumar IAS (Bihar 2010), presently Chief Excutive Officer-cum-Managing Director, Bihar State Education Finance Corporation Ltd. Patna, the post is upgraded and declared equivalent to the cadre post of Secretary to Govt of Bihar in the administrative grade of IAS.
12. Shri Rakesh Kumar IAS (Bihar 2010), presently Director, Bihar Revenue and Land Reforms, Patna, the post is upgraded and declared equivalent to the cadre post of Secretary to Govt of Bihar in the administrative grade of IAS.
13. Shri Rahul Kumar IAS (Bihar 2011), presently Special Secretary, Finance Department, Bihar, with additional charge of Special Officer, Disaster Management Department, Patna, is transferred and appointed as Managing Director – North Bihar Power Distribution Company Limited, Patna, with additional charge of Director – Bihar Renewable Energy Development Agency (BREDA), and, Managing Director – Bihar State Power Transmission Company Limited, Patna.
14. Shri Nilesh Ramchandra Deore IAS (Bihar 2011), presently Managing Director, North Bihar Power Distribution Company Limited, Patna, with additional charge of Managing Director, Bihar Renewable Energy Development Agency (BREDA), Managing Director, Bihar State Power Transmission Company Limited, and, Special Secretary, Cabinet Secretariat Department, Bihar, is transferred and appointed as Special Secretary – Cabinet Secretariat Department, Bihar, with additional charge of Managing Director – Bihar Medical Services and Infrastructure Corporation Limited (BMSICL), Patna.
15. Smt Inayat Khan IAS (Bihar 2012), presently Registrar, Cooperative Societies, Bihar, is transferred and appointed as Managing Director – Bihar State Educational Infrastructure Development Corporation Limited, Patna.
16. Shri Amit Kumar Pandey IAS (Bihar 2014), presently DM & Collector, Khagaria, is transferred and appointed as Director – Integrated Child Development Services (ICDS), Patna.
17. Shri Yash Pal Meena IAS (Bihar 2014), presently DM & Collector, Vaishali, is transferred and appointed as Additional Secretary, Water Resources Department, Bihar.
18. Shri Prashant Kumar C H IAS (Bihar 2015), presently Collector & DM, Gopalganj, is transferred and appointed as Director – Panchayati Raj, Bihar, with additional charge of Chief General Manager – Bihar Vikas Mission, Cabinet Secretariat Department, Patna.
19. Shri Mukul Kumar Gupta IAS (Bihar 2016), presently Collector & District Magistrate, Siwan, is transferred and appointed as Director – Industry, Bihar.
20. Shri Anshul Agarwal IAS (Bihar 2016), presently Collector & DM, Buxar, is transferred and appointed as Registrar – Cooperative Societies, Bihar.
21. Shri Vaibhav Chaudhary IAS (Bihar 2016), presently Collector & DM, Saharsa, is transferred and appointed as Joint Secretary – Health Department, Bihar.
22. Smt Abhilasha Sharma IAS (Bihar 2017), presently Collector & DM, Jamui ,is transferred and posted as Joint Secretary, Urban Development and Housing Department, Bihar, Patna until further orders.
