Shri Aravind Agrawal IAS (Odisha 2007) has been empanelled for holding the post of Joint Secretary at the Centre.

Shri Aravind Agrawal has built an illustrious career distinguished by his dedication, strategic governance, and transformative leadership across multiple domains of public administration. His contributions in land revenue management, urban development, social welfare, and higher education have left a lasting impact on governance and development in Odisha.

Beginning his journey in the Indian Administrative Service (IAS), Shri Aravind Agrawal underwent training from July 2007 to August 2009 before assuming his first independent role as Sub-Collector in Athagarh (August 2009 – May 2011). During this tenure, he efficiently handled land revenue management and district administration, displaying a deep understanding of governance at the grassroots level.

His leadership skills earned him successive appointments as District Collector and Magistrate in Nayagarh (May 2011 – November 2011), Puri (November 2011 – July 2012), and Angul (July 2012 – September 2013). In these roles, he was instrumental in driving regional development, disaster management, and revenue administration while fostering community engagement for effective governance. His tenure was marked by proactive policy implementation and administrative efficiency, earning him recognition for his ability to address critical challenges with precision.

His expertise in governance extended to the industrial sector when he was appointed Managing Director of the Small Industries Development Corporation Ltd. (SIDCO) in September 2013. In this role, he contributed significantly to the growth and promotion of small-scale industries in Odisha, boosting entrepreneurship and economic opportunities. Simultaneously, he also served as Director, Department of Technical Education (September 2013 – February 2014), where he worked towards enhancing technical education and skill development programs in the state.

In February 2014, Shri Aravind Agrawal took charge as District Collector and Magistrate of Balasore, further demonstrating his administrative acumen in land revenue management and disaster response. Following this, he served as Deputy Secretary in the General Administration Department, Puri (August 2014 – August 2018), where he played a vital role in governance, policy planning, and efficient administrative reforms.

In August 2018, he was entrusted with the responsibility of District Collector and Magistrate of Cuttack, where he focused on infrastructure development, law enforcement, and public service delivery. His tenure lasted until June 2019, when he was appointed Director, Department of Women & Child Development and Social Welfare, Bhubaneswar. In this capacity, he worked towards empowering women, enhancing child welfare programs, and implementing key social welfare initiatives.

His administrative journey continued to scale new heights with his appointment as Commissioner & Secretary, Joint Secretary for Higher Education in Bhubaneswar (June 2023 – Till Date). In this role, he has been instrumental in shaping higher education policies, strengthening institutions, and promoting educational reforms aimed at fostering academic excellence in Odisha.
