Shri Amit Kumar Ghosh IAS an experienced and accomplished civil servant, was most recently serving as Additional Secretary in the Department of Social Justice & Empowerment, Government of India. He has now been repatriated to his parent cadre on personal grounds, with effect from May 1, 2025. A technocrat with a strong academic foundation, Shri Ghosh holds a B.E. in Electrical Engineering and B.E. degrees in Electrical & Electronics Engineering and Electronics, all with first-class distinctions from Andhra University, Visakhapatnam. He also possesses an M.A. in Defence Studies from Chaudhary Charan Singh University, Meerut.
Over the course of nearly three decades in the Indian Administrative Service, Shri Ghosh has held several key positions both in the Government of India and in the state of Uttar Pradesh. He has made a mark through his dedication to public service and his expertise in diverse administrative domains. His tenure at the Centre included critical roles such as Additional Secretary and Joint Secretary in the Ministry of Road Transport & Highways, where he played a significant role in shaping India’s transport policies between 2017 and 2023. In the social sector, he led initiatives in empowerment and inclusivity as Additional Secretary in the Department of Social Justice & Empowerment.
Earlier in his career, Shri Ghosh served as Managing Director of UP State Industrial Development Corporation (UPSIDC), and as Mission Director of the National Rural Health Mission in Uttar Pradesh, where his leadership contributed to substantial improvements in health service delivery. His varied responsibilities also included assignments as District Magistrate in multiple districts including Moradabad, Meerut, Shahjahanpur, and Lucknow, showcasing his strong grasp of district-level governance and disaster management.
He has further enriched his administrative insights through international exposure, including foreign training in Public Administration in London (UK). His multi-sectoral experience—ranging from infrastructure and industrial development to health, public works, and land revenue administration—reflects his versatility, leadership, and steadfast commitment to governance.
Shri Amit Kumar Ghosh is widely respected for his professional integrity, deep subject knowledge, and inclusive approach to administration. His return to the parent cadre brings back a senior officer with rich policy and field experience that will undoubtedly benefit state governance.
