Indian Bureaucracy, July 03, 2025 | The Government of Assam has ordered a restructuring of portfolio assignments (published on 02.07.2025), involving 17 IAS officers and one senior ACS officer. The detailed list of officers along with their current and revised portfolios is provided below.

  1. Shri Syedain Abbasi IAS (Assam-Meghalaya 1990), presently Special Chief Secretary, Public Health Engineering, Water Resources, with additional charge of Special Chief Secretary, Irrigation Department, Resident Representative, Government of Assam, New Delhi, and Chairman, Assam Power Distribution Company Limited (APDCL), is relieved from the additional charges of Special Chief Secretary, Irrigation Department, and Resident Representative, Government of Assam, New Delhi.
  2. Shri Kailash Chand Samria IAS (Assam-Meghalaya 1993), presently Chairman, Board of Revenue, with additional charge of Additional Chief Secretary, Fishery Department, Assam, is given additional charge of Additional Chief Secretary – Irrigation Department, Assam
  3. Smt L Sweety Changsan IAS (Assam-Meghalaya 1994), upon return from central deputation, is appointed as Additional Chief Secretary – Revenue and Disaster Management Department, with additional charge of Additional Chief Secretary – Department of Tribal Affairs (Plain), and, CEO – ASDMA, Assam.
  4. Shri B Kalyan Chakravarthy IAS (Assam-Meghalaya 1995), presently Additional Chief Secretary, Panchayat & Rural Development, with additional charge of ACS, Cultural Affairs Departments, ACS, Skill, Employment & Entrepreneurship Department, and, Chairman, State Level Recruitment Commission for Class-IV Posts, is relieved from the additional charges ACS, Skill, Employment & Entrepreneurship Department, Assam.
  5. Shri Mukesh Ch Sahu IAS (Assam-Meghalaya 1996), presently Principal Secretary, Women and Child Development, with additional charge of Principal Secretary, Tribal Welfare (Plain), and,  Principal Secretary, Bodoland Department, is relieved from the additional charge of Principal Secretary – Tribal Affairs (Plain) Department, Assam.
  6. Shri Gyanendra Dev Tripathi IAS (Assam-Meghalaya 1998), presently Principal Secretary, Revenue and Disaster Management Department, with additional charge of Principal Secretary, Border Protection and Development, Principal Secretary, Implementation of Assam Accord, and, CEO, ASDMA, is transferred and appointed as Principal Secretary – Transport Department, with additional charge of Principal Secretary – Border Protection & Development, Implementation of Assam Accord, and, Principal Secretary – Skill, Employment & Entrepreneurship Departments, Assam.
  7. Shri Rakesh Kumar IAS (Assam-Meghalaya 2005), presently MD, Assam Power Distribution Company Limited (APDCL), with additional charge of Commissioner & Secretary – Excise Department, and Chairman – Assam Power Generation Corporation Ltd (APGCL), is relieved from the additional charge of Commissioner & Secretary – Excise Department, Assam.
  8. Shri Ashwani Kumar IAS (Assam-Meghalaya 2010), presently Director, Directorate of Information Technology, Electronics & Communication (DITEC), Assam, given additional charge of Chief Data Officer –  Assam State Data Policy, 2022.
  9. Dr Lakshmanan S IAS (Assam-Meghalaya 2011), presently Secretary – Industries, Commerce & Public Enterprises Department, Assam, with additional charge of MD, Guwahati Smart City Limited, and, Mission Director – National Health Mission (NHM), Assam, is transferred and appointed as Mission Director – National Health Mission (NHM),
    Assam, with additional charge of MD – Guwahati Smart City Limited, and, Secretary – Industries, Commerce & Public Enterprises Department, Assam.
  10. Shri Adil Khan IAS (Assam-Meghalaya 2011), presently Secretary, Transport with additional charge of Secretary, Welfare of Minorities Development Department, Secretary, Environment & Forest Department, and, Secretary, Barak Valley Development Department, is transferred appointed as Secretary – Excise Department, with additional charge of Secretary – Welfare of Minorities Development, Secretary – Barak Valley Development, and, Secretary – Irrigation Departments, Assam.
  11. Smt Riju Gogoi IAS (SCS 2011), presently Director, Training, Assam Administrative Staff College, is transferred and appointed as Secretary – Home and Political Department, Government of Assam.
  12. Shri Deba Prasad Misra IAS (SCS 2011), presently Secretary, Home & Political Department, is transferred and posted as Secretary – Administrative Reforms & Training, with additional charge of Secretary – Pension & Public Grievances Department, and, Director – Training, Assam Administrative Staff College.
  13. Shri Pallav Gopal Jha IAS (Assam-Meghalaya 2012), presently Secretary, Science, Technology & Climate Change Department, with additional charge of Secretary, Social Justice & Empowerment Department, Secretary, Implementation of Assam Accord Department, Secretary, Revenue & Disaster Management Department, Project Director, Assam Urban Infrastructure Investment Program, Project Director – JICA-Assisted Guwahati Water Supply Project, and, Additional CEO – Assam State Disaster Management Authority, is relieved from the additional charges of Secretary – Revenue & Disaster Management Department and Additional CEO – Assam State Disaster Management Authority, and gven additional charge of MD – Guwahati Jal Board, Assam.
  14. Shri Oinam Sarankumar Singh IAS (Assam-Meghalaya 2012), presently Commissioner, Industries & Commerce, Assam, is transferred and appointed as Secretary – Handloom, Textile and Sericulture Department, Secretary – Water Resources Department, and, MD – Assam Silk Outreach Mission, Assam.
  15. Shri Dilip Kumar Borah IAS (Assam-Meghalaya 2012), presently Secretary, Finance, Secretary, Handloom, Textile and Sericulture, and, Secretary, Transformation & Development Departments, with additional charge of MD, Assam Silk Outreach Mission, is relieved from the additional charges of Secretary – Handloom, Textile and Sericulture Department and MD – Assam Silk Outreach Mission, Government of Assam.
  16. Dr Jeevan B IAS (Assam-Meghalaya 2013), presently Secretary to the Chief ,, Assam, with additional charge of CEO, Flood and River Erosion Management Agency (FREMAA), Chief Data Officer, Assam State Data Policy, 2022, and, Secretary, Department of Innovation, Incubation & Start-Ups (DIIS), is transferred and appointed as Secretary – Department of Innovation, Incubation & Start-Ups (DIIS), with additional charge of Secretary – Housing and Urban Affairs Department, CEO – FREMAA, and, Officer-in-Charge – Externally Aided Projects (EAP) Cell, and is relieved from the additional charge of Chief Data Officer – Assam State Data Policy, 2022.
  17. Shri Megha Nidhi Dahal IAS (Assam-Meghalaya 2015), presently Managing Director, Assam Industrial Development Corporation (AIDC), given additional charge of Commissioner – Industries & Commerce, Assam.
  18. Smt Meenakshi Das Nath ACS (DR 1992), presently Secretary, Revenue & Disaster Management Department, Assam, with additional charge of Addl CEO – Assam State Disaster Management Authority (ASDMA), is given additional charge of Project Director – Assam Integrated River Basin Management Project under Project Implementation Unit (PIU), Assam State Disaster Management Authority (ASDMA), Kamrup (M) as additional charge.
