Ms. Priyanka Mary Francis IAS (Karnataka 2009) has been empanelled for holding the
post of Joint Secretary or equivalent at the Centre.
Ms. Priyanka Mary Francis is an accomplished officer with a B.Tech. in Electronics Engineering from the College of Engineering, University of Kerala, Thiruvananthapuram, graduating First Class with Distinction, has held a wide spectrum of leadership roles in public administration and development sectors. Currently serving as Director at the National Gallery of Modern Arts, Bangalore under the Ministry of Culture, the officer has been instrumental in promoting cultural initiatives since June 2024. Prior to this, the officer was Director in the Cadre (AIS) dealing with Mines & Minerals / Geology from April 2023 to April 2024, and also held the post of Commissioner in the Department of Panchayat and Rural Development, Government of Karnataka, from October 2022 to June 2024.
Ms. Priyanka Mary Francis has also served as Deputy Secretary in the Women Development, Child Welfare & Disabled Welfare Department, working for the empowerment of women and children between October 2021 and March 2022. Earlier, from June 2020 to October 2021, the officer held the position of Commissioner in the Panchayati Raj sector in Bangalore. Additionally, as Additional CEO in the Office of the Chief Electoral Officer, the officer contributed to electoral administration from October 2019 to March 2022.
Further roles include Commissioner of MGNREGS (August 2019 – October 2019), Director in the Department of Information and Biotechnology (June 2019 – July 2019), and Deputy Commissioner of Hassan (March 2019 – May 2019) and Udupi (February 2017 – February 2019), overseeing land revenue and disaster management. The officer also briefly served as Director of Tourism in Bangalore in early 2019.
Ms. Priyanka Mary Francis’s previous assignments include Chief Executive Officer of the Zila Panchayats in Udupi and Chickmagalur (2014–2017), Managing Director of the Karnataka Food and Civil Supplies Corporation Ltd (2013–2014), and Commissioner in the Municipal Corporation, Belgaum (2012–2013). Starting out as an Assistant Commissioner in the Revenue Department, Belgaum in 2011, the officer has shown consistent dedication across a diverse range of portfolios. The professional journey began with foundational training at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie from 2009 to 2011.
