Indian Bureaucracy | Bhubaneswar | April , 2025 | In a major administrative development, the Government of Odisha has issued posting orders for twenty-eight (28) State Civil Service (SCS) officers recently inducted into the Indian Administrative Service (IAS) within the Odisha cadre. The official notification, dated April 10, 2025, outlines their new assignments and corresponding designations.

A large number of these officers have been appointed as Joint Secretaries across various key departments, marking a significant restructuring aimed at enhancing governance and administrative effectiveness. For officers already serving in roles such as Directors or Collectors & District Magistrates, their current posts have been upgraded in status to that of Joint Secretary, thus aligning their designations with IAS norms and responsibilities.

Notable appointments include Shri Dharam Hansdah IAS, who will now serve as Joint Secretary in the Forest, Environment and Climate Change Department, and Smt Rina Mohapatra IAS, appointed Joint Secretary in the Fisheries & Animal Resources Department. Smt Niyad Pattnaik IAS continues as Director, SS&EPD, with the post upgraded to Joint Secretary level. Similarly, Dr Maheswar Swain IAS and Shri Birendra Korkora IAS will continue in their existing roles as Directors, Panchayati Raj and Secondary Education, respectively, while their positions are upgraded.

Other key changes include Shri Leaman Kumar Malik IAS (Joint Secretary, Scheduled Caste Welfare), Smt Upama Kale IAS (Joint Secretary, Scheduled Caste Welfare), Smt Lily Kumari Kullu IAS (Joint Secretary, Revenue & Disaster Management), and Smt Aradhana Das IAS (Joint Secretary, Home Department). Several officers such as Shri Kabindra Kumar Sahoo IAS (Deogarh), Shri Madhusudan Dash IAS (Nuapada), and Shri Subrat Kumar Panda IAS (Boudh) will continue serving as Collectors & District Magistrates in their respective districts, with their roles now recognized at Joint Secretary status.

Among others receiving upgraded or new postings are Shri Pradeep Kumar Nayak IAS, Shri Premjit Nayak IAS (AYUSH), Shri Narahari Sethy IAS (Water Resources), Smt Jugaleswari Dash IAS (OBC), Smt Madhumita Rath IAS (Handloom, Textiles & Handicrafts), and Shri Debasis Singh IAS (Housing & Urban Development).

Further, Shri Pratap Chandra Hota IAS, Smt Nibedita Mishra IAS, Smt Rega Geetarani Patnaik IAS, Smt Archana Das Patnaik IAS, Smt Anjana Panda IAS, Smt Nivedita Prusty IAS, Smt Swayam Prava Mohanty IAS, Shri Sudam Charan Mandal IAS, and Shri Girish Chandra Singh IAS have all been designated as Joint Secretaries in departments ranging from Energy, Rural Development, and Excise to Women & Child Development and School & Mass Education.

This cadre restructuring is a strategic move by the Odisha government to harmonize administrative ranks with the responsibilities assigned, thereby fostering a more efficient bureaucratic framework.
