Ms Shalini Duhan IAS (Gujarat 2016) presently Joint Secretary to Government, Urban Development and Urban Housing Department is transferred and appointed as Collector, Dangs-Ahawa relieving Shri Raj Suthar IAS of additional charge .
Ms. Shalini Duhan – A bright and committed civil servant, holds a Bachelor’s degree in Bio-Technology from Deenbandhu Chhotu Ram University of Science & Technology (DCRUST), Haryana, and a Master’s in Public Management from Jawaharlal Nehru University (JNU), New Delhi—both earned with First Division distinction. Her academic background laid a strong foundation for her keen policy insight and administrative acumen.
Since joining the Indian Administrative Service in 2016, Ms. Duhan has steadily risen through a series of impactful roles. She began her career with central deputation as Assistant Secretary in the Department of Animal Husbandry, Dairying & Fisheries, followed by a grassroots assignment as Assistant Collector in Chhota Udepur, where she handled land revenue and district administration with great diligence. Her tenure as Deputy Secretary in the Energy Department and later as DDO in the Panchayat & Rural Development Department showcased her versatility in both technical and people-centric domains.
As Director in the Education Department, she contributed meaningfully to public policy shaping in Gujarat’s education sector. Her most recent role as Deputy Secretary in the Urban Development Department further demonstrated her capability in managing complex urban governance matters. With a balanced blend of field and policy-level experience, Ms. Duhan is widely regarded as a dedicated officer with a sharp administrative mind and a people-first approach. Her new assignment as Collector of Dangs-Ahawa is seen as a step forward in her already commendable service journey.
