Shri Amand Shah IRS (C&IT 1991), is promoted and empanelled to the grade of Principal Chief Commissioner of Customs & Indirect Taxes in the Indian Revenue Service (Customs & Indirect Taxes) in Level 17 of the Pay Matrix (APEX).
With over three decades of experience in tax administration, adjudication, and policy formulation, primarily within the Central Board of Indirect Taxes and Customs (CBIC), Shri Amand Shah is the go-to person in matters of taxation. He has served as a Technical Member and later, Chairman of the National Anti-Profiteering Authority (NAPA) from 2018 to 2022, where he contributed to the development of guidelines for assessing profiteering under GST. His work at NAPA has resulted in the issuance of over 400 detailed orders, which have been upheld in court.
Between 1991 and 2018, he has held various mid-to-senior management positions, focusing on the implementation of indirect tax laws, including the Goods and Services Tax (GST), Customs, and Central Excise. From 2002 to 2007, he served as a Trade Negotiator for the Indian government, working extensively on promoting international trade by negotiating tariff and non-tariff barriers for agricultural produce and commodities. He also managed international market access issues, encompassing WTO, bilateral, and regional negotiations, plant health and safety regulations (IPPC), agrochemical regulations, and WHO-FAO coordination on pesticide matters. His work further extended to intellectual property rights (TRIPs/TRIMs) and multilateral agreements on pesticide policy and regulation, including international conventions such as Rotterdam, Stockholm, and Basel.
