Indian Bureaucracy, New Delhi, March 22, 2025| The central government notified (21.03.2025) On March 21, 2025, the central government announced the appointment of thirty-five Group A officers from various services, including IAS, IPS, and IRS, to the positions of Joint Secretary or Joint Secretary equivalent within Central Government departments and Ministries. These appointments span a wide range of governmental functions, covering key areas such as agriculture, atomic energy, coal, and commerce. Many officers who are currently on Central Deputations have been assigned next higher positions or the posts have been upgraded to the JS Level. Some of the notable appointments include Muktanand Agarwal (IAS) as CEO of the Pradhan Mantri Fasal Bima Yojna (PMFBY), Satinder Kumar Bhalla (ITS) as Secretary of the North Eastern Council Secretariat, Madhup Vyas (IAS) as Deputy Election Commissioner at the Election Commission of India, and Raghav Langer (IAS) as Secretary of the National Medical Commission (NMC). Below is the detailed list of the officers, along with their immediate place of posting and new roles.
- Shri Muktanand Agarwal IAS (Rajasthan 2008), currently on Central Deputation and posted as Director, Agriculture & Farmers Welfare, has been promoted to the Joint Secretary, Level 14 of the Pay Matrix, and appointed as CEO – Pradhan Mantri Fasal Bima Yojna (PMFBY), Department of Agriculture & Farmers Welfare, for a tenure of five years until 06.11.2027. He relieves Shri Ritesh Chauhan IAS (Himachal Pradesh 2005).
- Ms Prajakta L Verma IAS (Maharashtra 2001), presently Divisional Commissioner, Revenue, Revenue & Land Reforms Department, Nagpur, a Joint Secretary level position, is appointed as Joint Secretary – Department of Atomic Energy, on Central Deputation basis for a tenure of 5 years upto 23.03.2027, in Level 14 of the Pay Matrix. She relieves Shri Ajay Ramesh Sule IDAS (1993).
- Shri Lakhpat Singh Choudhary IRSS (1997), appointed as Joint Secretary – Ministry of Coal, in Level 14 of the Pay Matrix, on Central Deputation basis for a tenure upto his superannuation on 31.12.2029. He relieves Shri Nagaraju Maddirala IAS (Tripura 1993).
- Shri Saket Kumar IAS (Bihar 2009), presently on Central Deputation and posted as Personal Secretary, Minister of Home Affairs, MHA, is appointed as Joint Secretary – Department of Commerce, in Level 14 of the Pay Matrix, for a tenure till 16.08.2025, by temporarily upgrading a vacant post of Director to Joint Secretary level.
- Shri Satinder Kumar Bhalla ITS (1992), is appointed as Secretary – North Eastern Council Secretariat, under the Ministry of Development of North Eastern Region, in Level 14 of the Pay Matrix, on Central Deputation basis for a tenure upto his superannuation on 31.07.2028. He relieves Shri K Moses Chalai IAS (Manipur 1990), by temporarily downgrading the post from Additional Secretary level to Joint Secretary level.
- Shri Madhup Vyas IAS (AGMUT 2000), presently Principal Secretary to the Govt. of Mizoram, and Chief Electoral Officer of the state, is appointed as Deputy Election Commissioner (DEC) – Election Commission of India, in Level 14 of the Pay Matrix, on Central Deputation basis for a tenure of five years. He relieves Shri Nitesh Kumar Vyas IAS (Madhya Pradesh 1996).
- Shri Ajay Kumar IP&TA&FS (1993), is appointed as Joint Secretary – Department of Ex-Servicemen Welfare, in Level 14 of the Pay Matrix, on Central Deputation basis for a tenure upto his superannuation on 31.07.2029. He relieves Shri Hariprasad Pudi IRAS (1994).
- Shri Devesh Deval IAS (Manipur 2004), presently Commissioner-Cum-Secretary, Home & Political Department, Government of Manipur, is appointed as Joint Secretary – Ministry of Food Processing Industries, in Level 14 of the Pay Matrix, on Central Deputation basis for a tenure of five years, by upgrading a post of Deputy Secretary/Director to Joint Secretary level.
- Shri Raghav Langer IAS (Uttarakhand 2009), presently on Central Deputation and posted as Director – Jal Shakti, Water Resources, River Development, and Ganga Rejuvenation, Government of India, is appointed as Secretary – National Medical Commission (NMC), Department of Health & Family Welfare. This Joint Secretary level position is at Level 14 of the Pay Matrix and is offered on a Central Deputation basis for a combined tenure of 7 years, effective until 03.10.2025. He succeeds Smt Sandhya Bhullar IAS (Gujarat 2003).
- Ms Jyoti Yadav IAS (Uttarakhand 2009), presently on Central Deputation and posted as Director – Commerce & Industry, is appointed as Joint Secretary – National Health Authority (NHA), Department of Health & Family Welfare, at Level 14 of the Pay Matrix, on Central Deputation basis for a combined tenure of 7 years upto 13.06.2026.
- Shri Prem Chandra Maurya IRS (IT) (1995), is appointed as Joint Secretary – Ministry of Heavy Industries, at Level 14 of the Pay Matrix, on Central Deputation basis for a tenure upto his superannuation on 31.01.2028. He relieves Ms Mukta Shekhar IRAS (1994).
- Shri Armstrong Pame IAS (Manipur 2009), presently on Central Deputation and posted as Director – School Education & Literacy, Ministry of Education, is appointed as Joint Secretary – Department of Higher Education, at Level 14 of the Pay Matrix, on Central Deputation basis for a tenure of 5 years upto 17.04.2027. He relieves Ms Neeta Prasad IInfoS (1991).
- Shri Prasana R IAS (Chhattisgarh 2004), presently Secretary, Higher Education, Govt of Chhattisgarh, is appointed as Joint Secretary – Ministry of Home Affairs, at Level 14 of the Pay Matrix, on Central Deputation basis for a tenure of five years. He relieves Shri Ashutosh Agnihotri IAS (Assam-Meghalaya 1999).

- Shri M Ramachandrudu IAS (Bihar 2009), presently on Central Deputation and posted as Director – Census Operations, Bihar, MHA, a Deputy Secretary Equivalent position, is promoted and appointed as Director – Census Operations, Bihar, Office of Registrar General and Census Commissioner, India, Ministry of Home Affairs, a Joint Secretary level position at Level 14 of the Pay Matrix, on Central Deputation basis for a tenure upto 31.12.2025, by temporarily upgrading the post from Director level to Joint Secretary level.

- Shri Vatsalya Saxena IRS (1994), presently on Central Deputation and posted as Chief Executive Officer (CEO) – Khadi and Village Industries Commission (KVIC), under the Ministry of Micro, Small and Medium Enterprises, is prematurely repatriated to his parent cadre.
- Shri Javvadi V Naga Subramanyam IAS (Assam-Meghalaya 2009), presently on Central Deputation and posted as Director – Economic Affairs, New Delhi, is appointed as Joint Secretary – Ministry of New and Renewable Energy, at Level 14 of the Pay Matrix, on Central Deputation basis for a tenure of seven years upto 25.09.2026.

- Shri Kamala Kant Tripathy IES (1999), is appointed as Joint Secretary – Economic Advisory Council to the Prime Minister (EAC-PM), NITI Aayog, at Level 14 of the Pay Matrix, on Central Deputation basis for a tenure of five years. He relieves Shri Pawan Kumar Sain IAS (UT 2005).
- Ms Mukta Shekhar IRAS (1994), appointed as Joint Secretary – Ministry of Panchayati Raj, at Level 14 of the Pay Matrix, on Central Deputation basis for a tenure upto her superannuation on 31.03.2029. She relieves Shri Vikas Anand IAS (UT 2002).
- Shri Sushil Mansing Khopde IPS (Bihar 1995), presently Additional Director General (ADG), Prohibition, Bihar Police, Patna, is appointed as ADG – Directorate General of Shipping, Ministry of Ports, Shipping & Waterways, a Joint Secretary level position at Level 14 of the Pay Matrix, on Central Deputation basis for a tenure upto his superannuation on 30.09.2029.
