Shri Parveen Kumar Thind IAS (Punjab 2007) has been empanelled for holding the post of Joint Secretary at the Centre.

Shri Parveen Kumar Thind, IAS, has carved a distinguished career through his unwavering commitment to governance, social justice, and administrative excellence. His vast experience across various domains—including land revenue management, urban development, finance, labour welfare, and social empowerment—has made him a transformative leader in public administration.

His journey in the Indian Administrative Service (IAS) began with training at LBSNAA, Mussoorie (August 2007 – May 2008), after which he took on his first independent role as Assistant Commissioner (UT) in Bathinda (June 2008 – August 2009). He then served as SDO/SDM in Malout (August 2009 – February 2011), where he gained extensive experience in land revenue management and district administration. His proactive approach to governance and deep understanding of land-related issues laid a strong foundation for his future leadership roles.

In February 2011, he was appointed as Additional Chief Administrator in the Greater Mohali Area Development Authority, under the Housing & Urban Planning Department. During his tenure, he played a crucial role in urban development, city planning, and infrastructure expansion, ensuring sustainable growth in the region. Subsequently, he took on Additional Deputy Commissioner roles in Fatehgarh Sahib (April 2012 – October 2012) and Mohali (October 2012 – May 2014), where he spearheaded land revenue management and district administration initiatives, streamlining governance and improving public service delivery.

His first tenure as Deputy Commissioner in Mansa (June 2014 – December 2014) showcased his ability to handle district administration with efficiency and strategic decision-making. Following this, he was entrusted with key roles in planning and financial management, serving as Director, Planning Department (December 2014 – April 2016) and Additional Secretary in the Department of Finance and Planning (January 2015 – December 2015). His keen eye for policy planning and fiscal responsibility helped strengthen the financial framework of the state.

In April 2016, Shri Parveen Kumar Thind took over as Director of Local Government, Punjab, where he contributed significantly to urban governance, municipal reforms, and the implementation of smart city projects. His tenure as Deputy Commissioner of Moga (January 2017 – May 2017) further cemented his reputation as a dynamic administrator with a people-centric approach. He later served as Director & Special Secretary, Technical Education & Industrial Training, Punjab State Board of Technical Education (May 2017 – December 2019), where he played a pivotal role in modernizing technical education and vocational training programs.

His expertise in labour welfare and employment policies became evident during his tenure as Labour Commissioner, Labour Department, Mohali (December 2019 – November 2021). His focus on workers’ rights, industrial relations, and employment generation initiatives earned him widespread recognition. Following this, he briefly held the position of Special Secretary, Labour & Employment Department, Chandigarh (November 2021 – February 2022), further contributing to labour welfare programs.

Currently, he serves as Director, Social Justice & Empowerment, New Delhi (March 2022 – March 2027), where he leads initiatives to empower marginalized communities, promote social equity, and implement welfare schemes for the upliftment of disadvantaged groups. His work in this role has been instrumental in ensuring social justice and inclusive development.
