Indian Bureaucracy, October 25, 2024, New Delhi | The Appointments Committee of the Cabinet (ACC), chaired by the Prime Minister of India, under the Ministry of Personnel, Public Grievances and Pensions, has today notified the transfer and reassignment of new portfolios for Twenty Nine (29) senior bureaucrats through the Department of Personnel and Training. The details are as follows:
- Smt Sarita Chauhan Chand IAS (AGMUT 1999), presently Joint Secretary, Ministry of Fisheres, Animal Husbandry and Dairying, Govt. of India, New Delhi, is transferred and appointed as Joint Secretary – Department of Administrative Reforms & Public Grievances, for a tenure of five years upto 25.04.2028, in place of Shri N B S Rajput IAS (Odisha 1999).
- Shri Deepak Agarwal IAS (Uttar Pradesh 2000), presently Joint Secretary, Ministry of Housing and Urban Affairs, New Delhi, is transferred and appointed as Managing Director – National Agricultural Cooperative Marketing Federation of India (NAFED), a Joint Secretary Level position under the Department of Agriculture & Farmers Welfare, for a tenure of five years upto 11.10.2027, in place of Shri Rajbir Singh Panwar IFoS (Gujrat 1991).
- Shri Rama Shankar Sinha IFoS (AGMUT 1995), presently Joint CEO, National Compensatory Afforestation Fund Management and Planning Authority (NCAMPA), MOEFCC, is transferred and appointed as Joint Secretary – Department of Animal Husbandry & Dairying, for a period upto 30.11.2027, in place of Dr O P Chaudhary IFoS (Madhya Pradesh 1989).
- Ms Monalisa Dash IFoS (Sikkim 2003), presently Joint Secretary, Secretary In-Charge NEC, Chairman NEHHDC, & Schemes of NEC, Ministry of DoNER, is transferred and appointed as Joint Secretary – Ministry of AYUSH, for a period of five years upto 11.10.2026, in place of Shri Bishwajit Kumar Singh IFoS (AGMUT 1989).
- Ms Kesang Yangzom Sherpa IRS (IT 1995), presently Member Secretary, National Council for Teacher Education (NCERT), Ministry of Education, GOI, is transferred and appointed as Joint Secretary – Department of Commerce, for a period of five years upto 14.10.2025, in place of Ms Indu C Nair IRAS (2001).
- Shri Mohit Yadav IFS (2002), presently Joint Secretary – Officer Trainees and Representational Grade (OT/RG) and Administration section, at Sushma Swaraj Institute of Foreign Service (SSIFS), is transferred and appointed as Officer on Special Duty (OSD), a Joint Secretary level position – Department of Commerce, Ministry of Finace GOI, for a period of three years, in place of Shri Srikar K Reddy IFS (2001).
- Shri Premjit Lal ITS (1992), presently on Board of Directors of Telecommunications consultants India Limited (TCIL) a PSU, as Director – Government nominee is transferred and appointed as Executive Director – India Trade Promotion Organisation (ITPO), Department of Commerce, for a period upto 30.06.2028, in place of Shri Rajat Agarwal IAS, (Punjab 2003).
- Shri Balamurugan D IAS (Bihar 2005), presently Joint Secretary, Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry is transferred and appointed as Joint Secretary – Ministry of Corporate Affairs, for a period of five years upto 08.05.2028, in place of Shri Manoj Pandey IRS (IT 1992).
- Ms Garima Bhagat IRS (IT 1996), presently Commissioner of Income tax (A&J), Delhi
is transferred and appointed as Joint Secretary, Department of Defence Production, for a period of five years, in place of Shri Anurag Bajpai IFoS (Manipur 1994). - Shri Niraj Kumar CSS, appointed as Joint Secretary, Ministry of Development of North Eastern Region (DoNER), for a period of five years, in place of Ms Monalisa Dash, IFoS (Sikkim 2003).
- Smt Manmeet Kaur Nanda IAS (West Bengal 2000), presently posted as Joint Secretary, Department of Promotion of Industry & Internal Trade, Ministry of Commerce & Industry, is transferred and appointed as Joint Secretary – Department of Empowerment of Persons with Disabilities, with an extension of central deputation tenure for a period of one year starting 10.11.2024, in place of Shri Rajesh Kumar Yadav IAS (Rajasthan 1996).
- Shri Rajat Agarwal IAS (Punjab 2003), presently Executive Director – India Trade Promotion Orgn (ITPO) a Joint Secretary level position, is transferred and appointed as Joint Secretary – Ministry of Environment, Forest & Climate Change, for a period of five years upto 13.02.2028.
- Shri Ved Prakash Mishra IRS (IT 2004), currently serving as Director – Hazardous Substances Management (HSM) for Export-Import related work at the Ministry of Environment, Forest & Climate Change, will have his position elevated to the level of Joint Secretary. This elevation will be effective for a tenure of five years, expiring on March 31, 2026.
- Smt C Shikha IAS (Karnataka 2004), presently Commissioner Commercial Taxes, Bengaluru, Govt. of Karnataka, a Joint Secretary Level position, is transferred and appointed as Joint Secretary – Department of Food & Public Distribution, Govt. Of India, for a period of five years, in place of Shri N Gulzar, IAS (Andhra Pradesh 1999).
- Shri Sangeet IDAS (2004), presently serving as Director – Department Of Food and Public Distribution, Ministry of Consumer Affairs, Food and Public Distribution, Government of India, will have his position elevated to the level of Joint Secretary. This elevation will be effective for a tenure of six years, expiring on 12.03.2025.
- Shri Ravi Kumar Narula IRSME (1992), presently Principal Chief Mechanical Engineer (PCME), Rail Coach Factory, Centre for Railway Information Systems (CRIS), is transfered and appointed as Joint Secretary – Ministry of Heavy Industries, for a period of seven years upto 10.01 .2026, in place of Ms Mukta Shekhar, IRAS (1994).
- Shri Raj Kumar, IA&AS (1999), presently Principal Accountant General (Audit), CAG, Bihar, is transfered and appointed as as Director (Finance), Central Reserve Police Force (CRPF), Ministry of Home Affairs, for a period of five years,in place of Shri Dhananjay Kumar, IDAS (1993).
- Shri Praveen Kumar Rai IDAS (2003), presently Director, Ministry of Home Affairs, is transferred and appointed as Joint Secretary – Ministry of Home Affairs, for a period of seven years upto 16.08.2026, in place of Shri Ashish Kumar IAS (Tamil Nadu 2005).
- Shri Rakesh Kumar Pandey IDAS (2003), presently Director, Ministry of Home Affairs is now appointed as Joint Secretary – Ministry of Home Affairs, for a period of seven years upto 13.05.2025, in place of Shri Shyamal Misra IAS (Haryana 1996).
- Shri Rajesh Gupta IRSEE (2001), presently Director, Niti Aayog, is now the Joint Secretary, Ministry of Home Affairs, for a period of five years upto 15.04.2026, in place of Sumant Singh IAS (Manipur 2003).
- Shri Ajoy Sharma IAS (Punjab 1999), presently Financial Commissioner, Forest & Wild Life Department, Govt. of Punjab, is transferred and appointed as Joint Secretary – Ministry of Labour & Employment, for a period of five years.
- Shri Dinesh Mahur ITS (1992), presently Additional Director General, Prasar Bharati, is transfered and appointed as Joint Secretary, Ministry of Mines, for a period of five years
upto 31.12.2029, in place of Ms Veena Kumar Dermal IPoS (1998). - Shri P Bala Kiran IAS (Kerala 2008), presently Director, Census Operations, Ministry of Home Affairs, is transfered and appointed as Joint Secretary – Department of Personnel & Training, for period of five years upto 28.02.2026, in place of Shri Rajat Kumar IAS (Chattisgarh 2005).
- Shri Anjan Kumar Mishra IOFS (1998), presently Executive Director – Ordnance Factory Ambajhari, Nagpur, Maharashtra is transferred and appointed as Secretary, – Petroleum & Natural Gas Regulatory Board (PNGRB), under the Ministry of Petroleum &
Natural Gas, for a period of five years, in place of Ms Vandana Sharma CSS. - Shri Mukesh Mangal ITS (1992), presently Director, Home Affairs, is transfered and appointed as Joint Secretary – Ministry of Ports, Shipping & Waterways,
for a period till 30.11.2028, in place of Shri Sushil Kumar Singh IRSME (1993). - Ms Gurneet Tej IAS (Karnataka 2006), currently on study leave, is to be appointed as Joint Secretary – Department for Promotion of Industry & Internal Trade, for a period of five years, in place of Shri Balamurugan D IAS (Bihar 2005).
- Ms Abhilasha Jha Misra IRAS (2000), appointed as Member Secretary (Joint Secretary Level) – National Council for Teacher Education (NCTE). Department of School Education & Literacy, in place Ms Kesang Yangzom Sherpa IRS (IT 1995).
- Shri Amit Nirmal ISS (2001), presently Deputy Director General (Employment), Ministry of Labour and Employment, is transfered and appointed as as Joint Secretary – National Commission for Scheduled Tribes (NCST), Ministry of Tribal Affairs, for a period of five years, in place of Shri K Touthang, CSS.
- Ms Bhavna Saxena IPS (Andhra Pradesh 1996), presently Joint Secretary, Ministry of Ayush, New Delhi, is appointed as CEO – Central Adoption Resource Authority (CARA), Ministry of Women & Child Development, for a period of five years upto 15.02.2027.
