PM Commences 3 Day Rail Vikas Shivir

At the initiative of the Prime Minister Shri Narendra Modi, as an unprecedented milestone mega exercise, involving the entire organization at all levels, Indian Railways is organizing a 3 day Rail Vikas Shivir (Rail Development Camp) at Surajkund near New Delhi, from 18th November 2016 to 20th November 2016 with a view to generate numerous innovative yet practical ideas across most critical areas of Railway Operations for substantial progress of this sector. This is for the first time in the 163 year of Indian Railways that such a Brainstorming and planning exercise with multistage and multidimensional dialogue at this large scale is taking place involving all Railway Employees from gangmen to Railway Board Chairman, cutting across hierarchies. This Shivir is significantly different from other Railway conferences in the sense that here not only external speakers are sharing what Railways should do but rather Railway Employees belonging to all levels themselves are also being encouraged to contribute to present new ideas and to be part of the decision making process. This Shivir will help in creating a vision for Indian Railways that every employee relates to and will reflect business aspirations and societal commitments of Indian Railways.

The Shivir is being hailed as a watershed in the history of Indian Railways and its outcome are likely to take Indian Railways on the rapid path of rejuvenation, transformation, modernization, efficiency and productivity not seen before with a view to make Indian Railways a world class Railway system.

The high point of the Shivir will be when the Prime Minister Shri Narendra Modi himself will speak up his mind on the rail sector for country’s economic growth on the first day of the Shivir and give his directions and guidance setting the agenda for this mega event. The address of the Prime Minister will be done through video conferencing between PMO New Delhi and the Shivir venue at Surajkund. Prime Minister will be present personally again to have a detailed interaction with the participants on the concluding day of the Shivir.

Minister of Railways Shri Suresh Prabhakar Prabhu, who has in the last two and half years undertaken slew of major reforms, restructuring, initiatives, innovations and paradigm system improvement to fulfill the Prime Minister’s vision on Railways, is spearheading and guiding the organizing of this momentous Shivir along with his colleagues, Minister of State for Railways & Minister of State (Independent Charge) for Communications Shri Manoj Sinha and Minister of State for Railways Shri Rajen Gohain. Many from the Union Council of Ministers have also been invited on the concluding day of the Shivir. The other invitees on the concluding day include some select Secretaries to Government of India, senior officials from Prime Minister’s Office & Cabinet Secretariat and senior officials of NITI Aayog. The Vikas Shivir is aiming at the following aspects

• Significantly energizing the entire organization

• Building momentum for execution through numerous pragmatic yet innovative ideas

• Showcase the collective thought leadership of Indian Railways

• Drive non-hierarchical participation across the entire rail fraternity

• Make this event a starting point for a journey of continuous improvement

• Opportunity to significantly change the tracks of IR

• Specific end-products that will be monitored by PM

The Vikas Shivir will be focusing on the following eight themes:

1. Make Indian Railways the preferred freight carrier in India –

Improve modal share to 37% in 5 years through dynamic pricing, key account management, expanding the freight basket and incorporating a customer focused approach

2. Create a 3x bigger Indian railways that is economically viable –

Leverage 8,50,000 cr of CAPEX and multiple projects to expand the railways 3 times in the next 10 years – create the right operating and financial model to make expansion viable

3. Significantly improve cost position across functions –

Aim to reduce operational cost by 10% in 5 years

4. Dramatically improve non-fare revenues for Indian Railways –

Increase non-fare revenues to at least 15% in 5 years by fully redeveloping at least 100 stations, getting full potential from advertising, and other innovative measures to monetize assets and services

5. Modernize Indian Railways by using best-in-class technology –

Evaluate 5-6 big technology shifts that Indian Railways will make in a decade and create the roadmap along with feasibility for making the same

6. Move towards near zero fatalities in Indian Railways –

Leverage technology, infrastructure upgrades and training to move Indian Railways to near zero fatalities in 5 years

7. Ensure every train journey is a pleasurable experience for the passenger –

Fundamentally redefine the customer value proposition by moving key metrics like speed, punctuality, cleanliness, convenience and service orientation (define, measure and improve)

8. Driving cultural change at Indian Railway –

Learn from other railways and internally to come up with big shifts to foster collaborative, agile and innovative and customer friendly railways – create a roadmap to make it happen. The holding of Vikas Shivir was preceded by a two month long elaborate, strenuous preparation across the entire Railway network involving 17 Zonal Railways, 68 Railway divisions, 10 Production Units , all the Railway Workshops, Railway PSUs, Training Institutions and other related Institutions.

All railway employees across hierarchy were invited to submit ideas online or through helpline. Massive communication exercise was started from Sep 2016 onwards, using multiple channels & media to generate buzz and excitement across the entire Indian Railway organization for crowdsourcing of ideas. For this purpose, 4 lakh SMS were sent. 10 lakh posters were pasted, advertisement on 13 lakh pay slips, 1 lakh whatsapp service messages were sent, 2 lakh graphics posted on the Facebook and 10 lakh people were reached one to one contact basis through 2 recognized Railway unions and a website was created for online submission.

The unique concept of Shivir which is first of its kind galvanized and enthused the Railway family in a big way as 76,000 officers and staff submitted a total of 1,10,000 ideas. Northern Railways topped in submitting the maximum number of ideas totalling 15,339.

In a run up to this gigantic multifaceted activity, 38 teams were formed each lead by a General Manager of a Railway Zone / CMD of a Railway PSU to encourage broader participation which persevered in the last 2 months to deliberate and shortlist ideas on specific themes, utilising the collective wisdom of the participants. Ideas were then patented and developed into business plans. A central patent team at the Railway Board had been setup to check ideas for Uniqueness, Specificity / level of detail, feasibility, scale of impact, time of impact. Each GM/CMD lead team had a team sponsor and mentor who was a member from the Railway Board. Eight number of strategy development workshops were also held, with all GMs / CMDs for a particular theme, to develop overall strategic vision for the theme.

Each zone organized Junior Shivir in the last 2 months to complete the exercise of idea gathering and ideation process at their end. Each team has shortlisted 15 ideas out of which top 5 ideas will be presented at the Surajkund Shivir to the jury comprising Member of Railway Board, Government leaders and international Railway Executives.

The culmination of all the efforts and perseverance by Railway Zones & Railway Divisions will now be manifested at the 3 day long Rail Vikas Shivir at Surajkund from 18th November to 20th November 2016. Finally Prime Minister will be giving prize money to the top 3 teams and top 15 crowdsourced ideas on the concluding day.

In a unique and massive outreach activity, nationwide arrangements have been made for live telecasting the event through video conferencing in all the Railway Zones and Railway divisions reaching out to more than 20000 railway employees simultaneously in one go. This is being arranged by Telecom Directorate of Railway Board and Railway PSU RailTel.

The entire venue complex has been divided into various areas and mini venues which have been named after various Rail Icons like Rajdhani, Shatabdi, Duronto, Humsafar, Tejas, Gatimaan, Uday, Antyodaya, JanShatabdi, etc. The conference will have many sessions and sub sessions and video screenings, knowledge sessions, presentations, pavilion visits, question & answer sessions, jury meetings, etc.

Another highlight of the proceedings during the 3 day Shivir will be “Start of the day” by undertaking yoga exercises by the participants of the Shivir. More than 650 odd participants are being housed in the venue complex itself who will not be allowed to use their mobile phones even throughout the proceedings of the conference for a more focussed and undivided attention. Several stalls have also been erected at the venue of the Shivir showcasing various achievements and milestones of Indian Railways in the last two and half years and also the future plan of Indian railways.
