Neyveli Lignite Corporation in collaboration with Transparency International India (TII), acivil society registered under the Societies Registration Act 1860, working on the issues of governance and citizen empowerment is organized a two day training programmme for the officials of NLC. The training is scheduled on February 2, 2016 and February 3, 2016 on the theme “Best

Practices in Public Procurement and Integrity Pact” at Learning & Development Centre, Neyveli. Shri Sarat Kumar Acharya, CMD, NLC the Chief Guest of the Occasion formally inaugurated the two day work shop in the presence Shri P.S Bawa, Chairman,TII,the Guest of Honour of the occasion.ntpc-indianbureaucracy

The inauguration session was graced by, Shri Rakesh Kumar, Director (Finance), Shri V. Thangapandian Director (Power),Shri Shiv Raj Singh ,Chief Vigilance Officer of NLC and Shri V K Gupta, Former Central Technical Examiner, Central Vigilance Commission.

Shri S.K Acharya in his Chief Guest address said that “Sanitization of the system is utmost important, Integrity Pact is one such tool which helps in this endeavor. NLC practices Integrity Pact both in letter and spirit”. He insisted that transparency must be consistently incorporated in each transaction of an organization. There should be an effective contract review, to identify important and critical risks to enable reasonable assurance accordance with established rules.

Shri P.S. Bawa said that “TII appreciates the initiative of NLC in conducting a training programme on Best Practices in Public Procurement and Integrity pact. The corporation is conducting its operations in transparent manner and following practices of good governance. It’s commitment to discipline, integrity, accountability and responsibility shall result in greater output in the interest of the nation”.

The two day training is designed to look at procurement processes of public sector undertakings from the vigilance angle. The first two sessions of the first day will focus on “Irregularities in Public Procurement-Vigilance Perception” which will be delivered by Shri V.K. Gupta, Former Chief Technical Examiner, Central Vigilance Commission and Independent External Monitor, New Delhi Municipal Council. The presentations will deal with case studies which -2- had been brought to light during his tenure as CTE, indicating the pattern of irregularities which are prevalent in public procurement. Shri P.S. Bawa, Chairman, Transparency International India (TII) will give a brief overview of anti-corruption legislations in the country.

The last session of the day will be an elaborate presentation on Integrity Pact, a tool designed to curb corruption in public contracting which will be delivered by Ms Jot Prakash Kaur, Program Manager, TII.On the second day, the training will focus on Probity in Public Procurement and Permissible level of Negotiations in Public Procurement, both the session will be taken by Shri A.K. Mehra, Former Director (Commercials), MOIL and Member of TII. He has over forty years of hands on experience in public procurement in heavy industrials segment which will be instrumental in highlight what could be the possible checks and balances that an organization could have to curb corruption and also, his experience of experimenting with innovative methods of procurement at MOIL.
