Shri Kunwar Vijay Pratap Singh IPS (Punjab 1998) presently Commissioner, Ludhiana  has been appointed as  IGP (Inspector General of Police) ATS.

As IG- STF (Punjab), he has played significant role in neutralising various inter-state gangs. His services were also recognised in peaceful conduct of Punjab Assembly Elections 2017 and he was awarded with DGP Commendation Disc for ensuring gangster-free elections. Before this, he remained posted as DIG Border Range (Amritsar), Police Commissioner of Jalandhar City, DIG of Ludhiana Range and Jalandhar Range. He has headed Amritsar, Gurdsapur, Batala and Ferozepur districts as Senior Superintendent of Police. Besides, he has served as SP City Amritsar and SP City Mohali.

The officer has also excelled in the investigation of cyber crime. He has distinction to set up Cyber Investigation Wing of Punjab Police at Mohali as its founder Senior Superintendent of Police. The officer is also credited to initiate and streamline prison reforms during his posting as DIG Prisons of Amritsar Central Jail.

As ASP he has served in Amritsar, Ferozepur, Patiala and Ludhiana Districts of Punjab. He has also served in the Punjab Armed Police as Commandant and DIG.

His attitude of continuous learning has added core professional competencies which reflect from his performance. The officer joined the IPS after doing MA from Patna University in Sanskrit with specialisation in Indian Philosophy. However, he continued with excelling in the learning process and completed Ph.D. in Police Administration from Guru Nanak Dev University Amritsar in 2011. His topic of doctoral research was ‘Human Rights of Prisoners’. After that he did LL.B. (2013) from Panjab University, Chandigarh and specialised in the areas of Constitutional and Criminal law. He also holds MBA degree in HR & Strategic Management (2016) from the Indira Gandhi National Open University.

The officer is a prolific writer also who has penned down various books on various subjects. Some of his books are Right to Information: Law & Practice, Cyber Crime: Law & practice, Universal Teachings of Kabir” (a bilingual book on the teachings of Sant Kabir in Hindi and English).

The officer is a regular visitor of various Universities and Academic Institution for delivering lectures on various topics especially connected with nation building and personality development. He has delivered number of speeches in Panjab University, GNDU Amritsar, Punjabi University Patiala, Mahatma Gandhi State Institute of Public Administration, Chandigarh, and Punjab Police Academy at Phillaur.  He also spoke in a number of seminars in Pune University (March 2015), University of Jammu (October 2014), Devi Ahilya University, Indore (September 2013).

He has also participated in the Indo-UK Police Conference (2003) held at the Liverpool (UK). Besides this, he has joined a number of short duration training programmes organised at IIM Bangalore, National Police Academy Hyderabad, CBI Academy Ghaziabad, Uttarakhand Academy of Administration Nainital and Direct Taxes Academy Nagpur from time to time which equipped him with core professional capabilities and management techniques.

The officer is also a Member of National Police Mission set by the Government of India to tackle Crime against Women.

For his professional excellence he has been honored by various organizations. Important among these are Baba Farid Award for Honesty (2004) by Baba Farid Foundation Faridkot, IVF Award (2006) for prison reforms by the India Vision Foundation New Delhi and International Human Rights Award (2008) by All India Human Rights Association New Delhi.

His hobbies include Yoga, Folk music, Swimming and Rowing.
