Indian Bureaucracy Exclusive Feature | The government today introduced the Jammu and Kashmir Reorganisation Bill, 2019 in the Rajya Sabha. It also moved a resolution revoking Article 370 from Jammu and Kashmir, the Home Minister introduced the bill as well as moved the resolution in the House.

Opposition members belonging to Congress, Left, TMC, SP, PDP, RJD and others created an uproar in the House after the Minister’s announcement, apart from sitting in the well and raising slogans.

Amid a lot of pandemonium, the Jammu and Kashmir Reservation (Second Amendment) Bill, 2019 was introduced. Earlier, Leader of the Opposition, Ghulam Nabi Azad had demanded discussion on the prevailing situation in the state. Shri Azad said curfew has been imposed and prominent leaders put under house arrest to which the HM replied that the government is ready to discuss every issue related to Jammu and Kashmir.

Home minister also justified the repeal of Article 370. Mr Shah said the people of Jammu and Kashmir are not getting any benefits and the politicians are allowing corruption to flourish. The Minister asserted Article 370 never helped Jammu and Kashmir join India and said, Jammu and Kashmir was already a part of India much before Article 370. Mr Shah said, Article 370 was accepted with the idea that it will eventually be removed but no political party had the will to do it.

The Home minister appealed to all members to take part in a discussion on the Bill. BSP leader Satish Chandra Mishra said his party is supporting the government’s bill on removing Article 370 in the Rajya Sabha. Now, Rajya Sabha is taking up discussion together on the Jammu and Kashmir Reservation (Second Amendment) bill 2019  and the Jammu and Kashmir Reorganisation Bill, 2019 as well as resolutions related to scrapping Article 370. Opposition members are continuing sloganeering sitting in the Well of the House.

Rajya Sabha Chairman M Venkaiah Naidu today asked the People Democratic Party (PDP) members, Mir Fayaz and Nazir Ahmed Laway to leave the House after they attempted to tear the Constitution. The members trying to do the act in protest against the abrogation of Article 370. However, Congress MP Ghulam Nabi Azad condemned the act, saying Congress will protect the Constitution at any cost but BJP has murdered the Constitution .

Even as the government on Monday abolished Article 370, which gives special status to Jammu and Kashmir,  and moved a bill to bifurcate the state into two separate union territories, it received support in the Parliament from staunch critics like BSP and AAP. Apart from BSP and AAP, fence-sitters like BJD, YSRCP, Bodoland People’s Front ,TRS and TDP also supported the move and the J&K Reorganisation Bill, which provides for the formation of the Union Territory of Ladakh without legislature and a separate one for J&K with Legislature. The NDA allies Shiv Sena, AIADMK and SAD also backed the government .
