    The Principal Secretary – PWD
    Mantralaya
    Mumbai.

Dear Sir, Date: 1st October 2016.

With great pain and disappointment, I have been writing this letter to you for justice. Sir, I am a senior citizen, around 70 years, a Journalist (TOI) and an International Author (India, Germany, USA & UK). I received two National Awards in Journalism and Social Justice, doing Social work for the poor and unprivileged with many NGO’s like Rotary club (Past President), Lions Club (Chairman), Volunteers and members of Tata Cancer Institute, National Gallery of Modern Arts, Dignity Foundation and so on.

Sir, my issue is that as per the supply order of the Executive Engineer, Central Mumbai (PW) Division – Worli, I supplied the materials in 2008. Sectional Engineer recorded my materials in Measurement Books. The Deputy Engineer checked, signed and forwarded the M.B to the Executive Engineer for making payment. The Executive Engineer signed and passed my bills for payment.

For last 8 years, I have not received my payment, except part payments in 8 years. I filed RTI for some information, during hearing in 2014, they assured me that I would get my all payments along with information. Sir, I am yet to receive my payment. Others are getting their payments regularly.

One day, when I was waiting in the lobby to meet Executive Engineer Ms. Sapna Koli, Somebody from behind told me that without paying bribe I would never get my payment from PWD. The store keeper Mr.Sandeep Kalote, openly demanded 10% of the payment. Some political parties intervened and confronted Storekeeper and the Executive Engineer, they were scared and promised me payment. I politely told the political party that I do not need their help. Thereafter their tail again become curved, no payment.

I also met Mr. Anand Kulkarni, (Additional Chief Secretary – PWD) on 11th June 2015, a very kind hearted and thorough gentleman, I am thankful to him who respectfully talked to me and gave me some of his valuable time to hear me, read my letter wrote back to the PWD concerned person on the spot. Now, the case is in the hand of Mr.Ratnakar Gaikwad, Chief Information Commissioner and past Chief Secretary, through RTI.

Sir, please look into this chronic issue and give necessary directives to the person concerned and see that I get my payment at the earliest. I need money for my medical treatment.
    Thanking you.

    Sincerely Yours

  4. R/Sir,
This my second time to inform you for all roads between Buldana to Aurangabad are very bad. But I think your attitude for public complaint is very casual. Please try to understand public problems. I am trying to meet you or call you but your PA Mr. Rajput told me “Sir Phone Pe Public se bat nahi karte” why this is? Please take fast decisions for your work. Please use your powers properly and obliged to public.
